It is not any good to categorize
regimes .Because each region have its own political,cultural
understanding of state and its jobs.For each country state has
different value and meaning.While in the process of classifying them
we can involve our value bias to it.It will and had created a lot of
problems and wars.We need to understand the complexity of why certain
systems exists before tagging them good or bad. The cold war wasn't
mere an example of two super powers against each other but infact
clash of two established state systems and ideologies behind them
with each one degrading and sterotyping other.As a result so much of
collateral damage and lives were lost.But that doesnot rule out the
collective struggle for the guaranteeing the participation of masses
in their states so as to work for their prosperity.
All states that have multiparty
elections have polyarchial features. But western polyarchies are
different and have a distinct and a particular character of
liberalism. They inherit their background from individual liberalism .
Idividual liberalism lay emphasis on indivisuals,their uniqueness .
It suggests that society to be organized in such a way to satisfy the
interests of ones that composes it.This individual liberalism enables
the people to exclusively participate in the politics.We here in Pakistan have constitution that do support individual liberalism up to certain extent.
As Pakistan being a federal state and
after 18th amendment the power has been given awarded more
directly to provinces .So the provinces are more autonomous than
ever.But the question is will they be able to independantly and
responsibly work as properly as the states in U.SA. Will they be able
to get royalty from the federal for their resources? Those resources
that are being used now for decades but the locals have not been able
to consume them . Will they be able to develop and efficently manage
the available resources for their people? The very distribution of power after this amendment will be able to realize the distribution of power to grass root level.It is hoped that over time the provinces would develop and evolve with respect to the power that have
been granted to them by 18th amendment and work for the
ideals of individual liberalism.

"The participation of masses for the prosperity of the state". You are referring to democracy, which does not always work. Democracy states collective decisions to cover interests of all. If that is so, then democracy fails to protect the rich whose wealth may get redistributed among the poor in a drive to bring equality among people.
If you see the Islamic version of democracy it does through system of zakat distribute wealth. It also encourage the rich to give out donations(sadqat) in order for redistribution of wealth. It is not that complete wealth of the rich is given out to the people who are needy but a certain part of the rich income that can do bring some proportion(ethically ,religiously considered a virtue) so in future they do not became victim in case a revolution comes in where the needy ones run the show. this revolution is mentioned by Marx theory for communism.
