Session 9: Functions of Assemblies

Scrutiny of the government officials is one of the functions that the assemblies are supposed to perform. But in Pakistan the assemblies are clearly not performing their functions in an efficient manner. Assemblies are formed by ministers and a few people monopolize the whole system of government and manipulate the state's resources. Our assemblies have never been completely autonomous. Our bureaucracy and military have always been stronger than our assemblies.
Every now and then we see a general breaking the assembly. I think parliament should be the supreme authority and it should be powerful enough to scrutinize other institutions like supreme court, bureaucracy and military as well. As an assembly is formed by the elected members who are chosen by the masses. Whereas military officials, bureaucrats and justices are not representatives f people, I mean they do come from our people but they are not specifically chosen in the positions of authority by the people to represent them.
Recruitment and training is a function that should be performed by the assemblies in different departments or institutions of a state. And one of the most important functions of assemblies is to promote legitimacy of a state. This in my opinion is very important as people should be taken into confidence by the governments regarding important decisions and they should have this feeling of living in a legitimate state in their hearts and minds. Which leads to decreasing depression among the masses.
