Ideology refers to a set of ideas which provide a basis for political action. The concept of political ideologies is controversial in nature. The various political ideologies that exist (liberalism, socialism, feminism etc) have differing world views. These views allow them to view political reality in their own distinctive way.
Liberalism is a very pronounced ideology as it seems to encompass a range of rival beliefs. This particular ideology focuses on individual freedom and equality, above all things. The concept of toleration for others and consent in terms of authority is also a part of liberalism. This shows that from a liberal point of view, government should be based on the "consent of the governed" and should be limited in nature, so as to avoid domination over people.
Modern liberalism, however, has a different attitude towards government intervention. In the USA, the term liberal is used quite often to justify government intervention. This is defended on the grounds that industrial capitalism has brought about certain problems which need to be addressed by the government. America is still, despite all the recent political changes, hailed as the "land of the free" and therefore liberalism is the dominant political ideology. However, whether this ideology remains consistent in it's definition and application is something to ponder over.
