Session 10 - Mr. Zardari's 58-2b

Political Executives, whether competent or not, shape the fate of a country through their influence in legislatures. In each election, political executives are nominated by people in the hope that the next person they elect will represent them well in legislatures. Unfortunately in reality, public’s hope is crushed, almost always. These executives bring their ego and self-interests before the public’s interests.

58-2b! It is an amendment in the constitution of Pakistan which gave President the power to dissolve the assembly. Ghulam Ishaq Khan, Farooq Laghari, and Musharraf used to take great advantage of it. Ghulam Ishaq Khan exercised it twice. More astonishing is the story of Farooq Laghari who used it to dissolve the assembly of the same PML-N which he represented. Musharraf used to threaten the judiciary and assembly by 58-2b.


Reason behind mentioning these facts is to highlight the open secret that political executives do not care about the poor public. In cases where they are authorized to use Nuclear Bombs as 58-2b, it becomes almost impossible for the legislatures to check the power of the executives. It was Mr. Asif Ali Zardari who played a pivotal role in its removal. Therefore we must give some credit to Zardari Sab instead of blindly criticizing him.

I agree with your comment that President Zardari must be appreciated for voluntarily giving up power, however it is worth pointing out that even after the removal of his power to dissolve the assemblies, he remained the de-facto leader of the country. And the executive branch of the govt, the prime minister, remained week. This is perhaps because President Zardari was the leader of the ruling party as well as the president of the country.
Inorder to have an effective head of state, political neutrality is a must.

I do not think that one action of an executive should decide for us if they are good and effective leaders or not. Yes we should not blindly criticise Zardari, but we should also not say that he was a good leader just because of his one good move. To judge the effectiveness and loyalty of a leader to his country is a very difficult thing.
I do agree with you though that leaders Pakistan has had uptill now have indeed put their own interests before the interests of the country
