Session 16: Flaws in bureaucracy
Bureaucracy is defined as body of non-elected officers, responsible for administration of state and policy implementation. Bureaucratic system was actually devised to regulate and supervise the government but in reality it has many loopholes.
As bureaucrats are non-elected civil society members, accountable for protecting people interest and implementation of polices. As civil society comprises of people form certain class and section who often lacks face to face communication with public. The communication and status gap causes bureaucrats to be unaware of common problems and demands. Thus it encourages them to device policies in their interest rather than people.  
As power is centralized in bureaucracy and this system also lacks accountability mechanism. It causes the bureaucrats to enjoy unlimited supremacy and to carve polices rather than to be a regulator. Like in Pakistan mostly bureaucracy is directly or indirectly involved in government programs and policies.

Thus, in order to be a successful nation, a balanced approach is required where every component of state works in its limited power and domain.

I strongly agree with your ideas. Bureaucracy and Politics are two completely different fields that should be dealt differently. Biases and prejudices of bureaucrats in matters related to policy making, not only harms the governmental framework but also causes corruption to increase significantly.
