Session 16 - Clinging Bureaucracy

When we think of the word “state”, the first thing that comes into our mind is government. Some political scientists think its the politicians who govern the country, while some believe its bureaucracy, but in Pakistan a lot of people believe it’s the Pak Army which governs the country. Pak Army is believed to be a very strong organization because of its fundamental pursuance in gaining power, and we opt to salute them on how they have manipulated situations in their favor.


Our judiciary, our civil bureaucracy, and our politicians have together failed to stop the involvement of Army in state affairs. As a matter of fact, it’s the job of civil bureaucracy to run the state organizations and it’s their job to maintain political stability. But since they have always been under the influence of Army, the bureaucrats therefore have to accept orders from Generals. I don’t think its fault of the bureaucrats either because they are not paid well in such an inflationary time period, and they therefore turn themselves available to anyone for any kind of exploitation. This is a threatening situation indeed, and it should not be turned a blind towards.
