Bureaucracy, is understood to mean the administrative
machinery of the state. Bureaucrats are
non elected state officials who may or may not be subject to political control.
The core function of the bureaucracy is to implement or
execute law and policy through the administration of government business.
However, civil servants play a significant role in offering policy advice to
ministers. In Pakistan however, the system is accused of corruption and
nepotism. I believe this is why people pursuing education in the fields of
politics and other humanities subjects should really consider giving the CSS
exam. There is a great need for educated people of our country to be part of
the bureaucracy. Instead of pointing out what maybe wrong with the system, the people should do something about it,
while they can.
The bureaucracy can further be kept in check by introducing
systems of accountability and a clear hierarchal
structure. The bureaucracy is not inherently inefficient. If it is left
unchecked then it inevitably becomes inefficient.

Bureaucracies do have a hierarchical structure, in Pakistan at least. Furthermore, we already have a system of accountability by the name of NAB but, that too isn't really thought to be doing a good job.
Pakistan does have an accountability system in the form of NAB but who is ensure the accountability of this system? No one.
