Political parties are a body of individuals with similar political ideologies that contest for establishing government. Political parties have an array of functions depending upon the political arena in which they operate.
One of the most important functions that political parties perform in the interest articulation and aggregation. The political parties are a forum for different ethnic, religious, business or other forms to groups to enable and further their interest. This is apparent in the case of the Pakistan Muslim League N which seems to facilitate the interest of the business class. Their politics aim to cater to the interests of business owners and corporations. Whenever PML-N has been in power, we have seen them promote industrial growth by creating industrial zones, giving tax holidays and improving infrastructure facilities.
However, parties also need to work for the interest of the general population and have to work on multi-tiered policies to ensure political support in order to establish government.

The Sharifs are interested in protecting businesses because that is there profession as well.
Also, political parties are increasingly interested in promoting the welfare of the particular areas they belong from. Just like any other party, PPP has shown interest and development of Sindh and PML-N in Punjab. This does not only leads to development of certain areas over other but also an accumulation of votes for that very political parties.
Both of you have made well thought out points, however it is also important to see the inclination of the leaders of said parties. For example, some parties believe in creating strong economic base and infrastructure upon which to further enhance the living standards of the people, while others believe in communal properties & welfare as means of development for the state. However, most political parties can not alienate the class it gains its support from and hence they make respective concessions in the state for that class.
