Session 8: Political culture, hegemony of the elite

Culture has been described as one of the two or three most complicated words in English language. Being one of the most complex words in the English language, the term “culture” has more than hundred different meanings.


Since childhood the general and probably the most common definition of the word culture use to be which said a group of people who share experiences, language, and values which allows them to communicate things that cannot be communicated with people outside the culture. What I was thought regarding culture was the fact that it can include things such as beliefs, arts, morals, law, customs and any other habits that have been inherited from the society. Being raised in a traditional country like Pakistan where culture plays an important part in the upbringing of a child, my parents considered it their utmost responsibility to taught me the basic pros and cons of the Pakistani society. But after reading, visualizing and understanding the text written in the book to my full capacity I derived at the conclusion that either my knowledge of the word culture is simply incomplete or the usage of this word in a political view is completely different from a layman’s understanding of this so called simple word.


Political culture means the norms of political society in Pakistan. As far as politics in Pakistan is concerned, it is simply not considered to be a very respectable field. Most of the people who are part of the political system are labeled as corrupt and dishonest. A type of monarchy is being practiced in the political culture of Pakistan where the power is passed on to the later generation by the heads of the political parties which are in power. Although election do take place and the common public vote for their leaders, but these leaders are least bothered about the problems of the poor people as they themselves belong to an elite class and have never gone through the same time as the poor people. One phrase that is considered to be the most common point in the Pakistani political culture which has been said by many different politicians is that “politics is not a game of the poor”. Another common phrase used by the general public is “Jo kuch nahi ban pata, who politician ban jaata hai”.



In this rapidly developing world and continuously changing scenarios, globalization has become extremely common and cultures are changing rapidly. Most of the eastern countries are trying to copy western countries and have somewhat merge their own culture with the western one. As far as politics is concerned, fortunately or unfortunately we have remained quite stubborn in it. It won’t be wrong to say that political culture in Pakistan has deteriorated in the past 65 years. The issue that needs to be solved is that whether these monarchies keep on dominating the political culture of Pakistan or will there be a change ………..
