Are Constitutions covered all things?

    Mostly countries  including monarchies like  Spain and Portugal have written constitutions But questions arise "Are these constitutions fulfill demand to enforce laws and make decisions according to requirements of justice?" Many people agree with my point of view that Laws are came to existence according to there need and requirement.As Home security department and many anti-terrorism laws made after incident of 9\11. Similarly , Pakistan are making new laws and policies and making them part of constitution  after recent incidents of  terrorism.
     Constitutions  are written Laws, Polices and provisions In addition, They also comprise of Many agreements and treaties.Constitutions may not cover all Laws which usually exist in society many ethnic and racial groups have own laws according to culture, tradition and religion They would not become part of this written constitutions because Most Democracies have not complete representation of all people exist in country. the rights of many communities are ignored because they are in minorities and they have not ability to represent them in parliament as recent example o Ahamdies they cannot affect  constitution due to lack of majority and they clearly victim of tyranny of Majority.
       Many groups do not accept constitution  Including Baloch ,extremists and few tribes and even some Sindhi also deny to accept the constitution. So Only solution to these type of issues to give right to every state or province to make there written constitutions. It is only solution to remain unite in Confederations like Pakistan, India, U.S and China.
