Session 4: Accomplishment of a society's vision, mission and goals

For a society to accomplish its set targets and goals the coordination and cooperation of two of its most important and distinguished entities is very critical. These entities are, the state and the government. The responsibilities and duties of these bodies vary to some extent.

The state imposes an absolute power on its citizens. It enforces laws and regulations and makes sure that they are obeyed. The state encompasses all the major institutions and organisations within a society for example military and the civil service. Government on the other hand is narrow in its scope of control and is itself a part of the state amongst other institutions. 

Although, both the entities are separate and deal with issues independently with regard to their authority and approach, it is very important for the state and the government to coact. This cooperation is integral for a state to bring their vision in to a reality and fulfill  it's mission. 

It is true that the state enforces laws and regulations but at the same time, the government being an integral part of the state's institutions has the responsibility of keeping a check on the implementation of these laws. Without both the entities working together the enforcement and the implementation of these laws is quite difficult. 

This failure in cooperation and coordination is  evidently illustrated in Central America where the state has enforced laws to combat child trafficking and prevent children from  becoming prey to "exploitation and violence" but no actions are being taken by the government to make sure that these enforced laws are actually implemented  to support the poor children. 

Therefore, for the attainment of success and the accomplishment of goals it's very important to have a clear line of communication between the important entities, the state and the government. If not equally then at least within their own perimeters these entities can influence changes.

I agree that both the state and government must have distinct - though often overlapping - goals in order to ensure the proper functioning of a country.
