Session 16 : Bureaucrats: Rulers of country

     In Pakistan, where most of youth studying in high schools and university levels have dream, aim or idea to become bureaucrat it is because he knows after becoming bureaucrat he can enjoy power and authority in different ways and he will rule over  people without any accountability. This is true for Pakistani bureaucracy. the main reason for developing this type of culture is that British who developed bureaucracy in colonies to rule efficiently. They are not public servants but their un-elected rulers and not accountable to any one.
  Politicians elected by majority are "so-called" rulers in all democracies but in fact, bureaucrats are controlled every office and working according to their interests. They are real  rulers who have greater power than public representatives in nearly every country. Therefore, the bureaucrats can design and make any public and foreign policy. Bureaucracy is the main pillar of state, no state exist without bureaucracy  but how can we make it controllable and accountable? The main reason for unaccountable bureaucrats is ignorance and lack of experience of politicians who strengthen them. If  people elect those representatives who are well educated and professionals then they can know their authority and power and also aware to control bureaucracy. They can also make law and policy without any support. It is because importance  of bureaucracy is due to their expertise  in specific field. When politicians are professionals in their fields they can engage problems without any assistance from bureaucracy and become real rulers.
