Session 16 :Bureaucracy and Politics
Bureaucracy is meant to effectively implement the policies crafted by the politicians. It consists of the active civil society within a state. It is the medium to govern the administrative system of a country. It is a pivotal to govern the government. In Pakistan, our bureaucracy is badly politicized. It has failed to ensure the continuity of policies. it has not been effective in providing welfare, upholding law and delivering political stability. It lacks a comprehensive system of accountability which has lead to sheer dismay for the people of Pakistan and they do not expect anymore from their bureaucracy. Politicians consider it their inherent right to place the bureaucracy of their choice without taking in account the individual fulfills the criteria for the given assignment. This shows their apathy to progress of country. They only care for the protection of their own interests and accomplishment of their personal motives. This attitude has sown the seed of corruption and inefficiency in the bureaucracy of the state.
Although, Pakistani bureaucracy is being highly influenced by ministers resulting in incompetent officers taking control of the offices, but it is wrong to generalize and say that they are entirely inefficient. As a matter of fact, they sometimes act as advisers to the ministers helping them know the rightful procedure to implement certain schemes. Also, bureaucrats remain obedient to their ministers which allows for little flexibility in making decisions that influence the masses; they just implement laws.
ReplyDeleteEven if the bureaucracy is blamed as corrupt and full of nepotism, there are ways it can be kept in check by introducing methods of accountability, defining a clear heirarchal system of rule and introducing professionalism.
