There are three main branches of a state; the judiciary, the
executive and the legislature. Each has
a specific function. Judiciary is responsible for the maintenance of justice,
legislature for designing laws and policies and the executive, which includes
the bureaucracy, for the execution of the public policies and laws.
The bureaucracy in any regime or system is an indispensible
part of the state apparatus. It is responsible for administration, offering policy
advice, articulating interests and maintaining political stability.
The bureaucracy in Pakistan is failing to perform all its functions efficiently due to increasing politicization of the bureaucracy. Ideally, the bureaucracy is supposed to be neutral body that is responsible for public administration. However, the increased politicization has resulted in members of the bureaucracy to work for the interest of specific parties or politicians. In addition to this, the rate of corruption in the bureaucracy of Pakistan is very high, and members of the civil service work for their own interests at the cost of the efficient performance of the bureaucracy.

There is a need to take proper measures to ensure that there
is accountability for the civil servants and that the bureaucracy remains a
neutral body, untainted of political influence.
I agree with your point and another thing for its failure is the appointment of bureaucrats. Selection of bureaucrats is influenced by the governing bodies and political forces. Instead of opting competent people, their selection is based on political references and restricted to particular class which leads to bias and incompetency in the bureaucracy.
