Session 10 - Executive

The bureaucracy as an executive machinery works to implement government policy fully. The government relies heavily on the role of the bureaucrats to work with dedication and loyalty towards strengthening the larger governments aims. Bureaucrats work as civil servants aligning themselves with the sole aim of attending to the masses. However, the work of the bureaucracy is in effect quite inflexible. There is little room to take personal initiative.

Where political executives are less permanent and tend to remain mobile in terms of leaving and attending to office as they please, bureaucrats have more of a permanent role. They have a duty to the people and the government. They actively participate in policy making however their role is limited to observing and lending assistance where fit.

The political executives are meant to be responsible for making policy. Nonetheless, it is often the case that political executives, withholding popular mandate to make policy and serve the people, often neglect their responsibility to do so. Hence the role of policy formation often is left for the executive bureaucracy to fulfill.

In a country like Pakistan, a third world developing nation, it comes as no surprise that the bureaucracy is highly politicized. The bureaucracy cannot work to its full capacity as it is crippled with the lags in the system conducive to an environment full of corruption and a lack of check and balances.

  1. I would agree with what you said, since the political executive plays an important role in transforming interests and demands into decisions. However, since it also represents and accommodates major social and interest groupings, it plays an integrative role as well. In addition to being the central policy-making organ, it also supervises and controls all the subordinate deliberative and enforcement organs. However, for it to be successful, all these organs must work coherently.

  2. I agree completely. The bureaucracy also serves its role as an integrative mechanism and this is vital for the whole policy making and implementing unit of the country.
