Assemblies can be strong or weak. It depends on the customs and the political scenario of any particular country. Decline can also be termed as the shift or change from the prospect of rule.

I agree to your point of view about population increase and risk of representation in wrong hands. And bureaucracy has become quite powerful in our country and they influence a lot of decisions but there are other countries with larger population than ours with parliament still acting as the supreme authority.
